Between March 17 and December 6, 2022, Canadian embassies received 824,494 applications from Ukrainian refugees as part of the Canada-Ukraine Authorization for Emergency Travel Program. While this procedure grants them a temporary residence visa, many seek permanent opportunities to remain within the country.
However, as”whether refugees fared well in Canada ultimately depends on their employment prospects,” business owners across the country must work to offer suitable employment opportunities that will provide them with stability, enrichment, and social mobility.

When a recruit enters the ACE program, they will already have a job offer within their host country. We then provide them with the knowledge and insight they need to make the most of this opportunity, ensuring their time within their new role will benefit all parties.
Once a job offer has been processed, one of our community management ambassadors will curate a group chat of around 20 workers. During this chat, they will share the following information:
This chat is designed to support workers as they familiarize themselves with their host country. However, they will also share specific information regarding their employment in this chat. For example, this could include company rules and policies or whether or not employees will wear a uniform.
Simply put, the chat is designed to ensure that foreign workers know everything they need about their new role before they step foot on the plane. This means they feel confident and empowered, putting them on the path to success.
Community managers will also encourage workers to enroll in weekly classes typically held on zoom.
During these classes, 70% of the session will be geared towards learning the host country’s language, whereas the other 30% will be dedicated to learning (and understanding) cultural norms and traditions. These classes are tailored directly around the recruits’ careers so that they know the specific vocabulary and language used in their new workplace. For example, the vocabulary used by a senior pharmacist will differ considerably from someone who works in retail – and our specialist classes cater to this.
Language and cultural classes are beneficial in more ways than one. They can make it easier for foreign workers to communicate with their managers (and colleagues), thus becoming a more valuable team member. This also reduces the chances of them struggling in the workplace.
These classes are mandatory, given that cultural adjustment is one of the most significant barriers refugees face when settling in a new country. For example, a recent study reported that “struggling with cultural adjustment can make refugees feel isolated, pressured, depressed, and intimidated.” As such, being aware of their host countries’ culture and customs can help them prepare for their new life and help them settle in. Failure to adjust could mean they leave before their contract expires, resulting in a loss of money for all parties.
The group will meet their local community and operations manager, who will support them throughout their employment. These connections are best made early; as community managers can help ease any anxieties the workers face before departure.
Community and operations managers will provide the foreign talent under their care with incredibly varied assistance during their professional relationship. For example, they will put them in contact with landlords who are willing to take on tenants without credit checks. They’ll also ensure that rental fees are no more than 30% of their monthly income and that properties are within a reasonable distance from their place of employment (30 minutes or less). This support will make it easier for refugees to settle into their host country, as they can sign a lease before arrival.
The community manager will also provide them with information and support when they work to obtain their social insurance, permits, state ID cards, and more, depending on which country they will work in. For example, they will tell them exactly where they need to go to obtain these documents and what paperwork they should take with them.
Beyond this, operations managers are there to offer support throughout the entire employment contract. If employees feel they are being mistreated, the manager can advocate for them.
Once all of the necessary paperwork has been completed, it’s time for the employee to depart from their origin country. However, as discussed above, the new employee will, by this stage, have a thorough understanding of what lies ahead.
They’ll have already signed a lease for a home and an employment contract and will know everything there is to know about their host country. They’ll also be provided with detailed information on how to get from their airport to their new home upon arrival.
Once an employment contract has reached its end date, Joblio will also support workers should they be returning to their homes. For example, they will ensure they know their employment timeline and that they have purchased relevant plane/transport tickets.
As many may be keen to remain within their host country permanently, Joblio will also put them in contact with a skilled immigration lawyer to discuss this further. It’s no secret that migrant women face various challenges in their daily lives. For example, a recent report from the International Organization of Migration found that “women reported more challenges in accessing employment and training opportunities, as well as health-care services, often following abuses and exploitation during the migration journey.”
However, beyond difficulty in seeking employment and assimilating into their host countries, migrant women are also “disproportionately at risk from gendered violence, including domestic and sexual violence,” according to End Violence Against Women.
A 2022 report from the Globalization and Health Journal “consistently observed that rates of victimization are first, higher for migrants than compared to local populations and second, significantly higher for vulnerable groups of migrants.” Here, vulnerable migrants were characterized “due to their immigration status or individual characteristics (gender, sex, age group).
While pre-existing data demonstrates that migrant women, or those with refugee status, are more likely to fall victim to domestic abuse, it’s important to note that we may not have a complete picture. After all, in the same sense that they are more vulnerable to this form of violence, they are also more likely to withhold this information.
For example, a recent Open Rights Group report found that “migrant women are less likely to report domestic violence to the police for fear of deportation.” As such, they are faced with an impossible choice – stay in a situation they know is dangerous or risk deportation to an environment that is potentially even more unstable.
They must also contend with the usual factors that encourage domestic violence victims to remain silent. For example, in many cases, survivors deal with shame and embarrassment and “may believe the abuse was somehow their fault or that they caused it.”
However, while gathering this data is helpful in highlighting just how widespread the issue is – it’s also essential to consider the different ways this data can be used, especially if it goes against the best interest of the women in question.
For example, many studies have found that when a migrant reports abuse to governing bodies, they sometimes receive an immigration notice shortly after. One such occasion is explored in more detail in the Open Rights Group Report:
“She was undocumented, so she was terrified to use the LAWRS service.
After evaluating her case, the caseworker recommended reporting it to the police because of the high risk of the situation. When the woman reported it, she received an immigration enforcement letter.
The police also came to her house as part of the report, but when they realized she was undocumented, they called immigration enforcement in front of her.”
Consequently, it’s clear there is a need to develop better systems to support migrant women – meaning they must not be forced to stay in unsafe situations through fear of deportation.
Unfortunately, there are many reasons why migrant women are at greater risk of domestic abuse and violence.
Financial Struggles. While there are many different ‘triggers’ associated with domestic abuse and violence, many studies found “clear evidence that economic stressors are associated with both the onset and escalation of abuse.” As many migrant women and families are more likely to experience financial struggles, this could contribute to the high rates of violence they face.
On a similar note, if migrant women face financial difficulties, they may worry about how they will provide for themselves if they move away from their abuser. For example, if they do not work, they may rely entirely on their abuser.
No clear way to report abuse. Unfortunately, wanting to report abuse and being able to do so are not one and the same. For example, if migrant women are worried their immigration status will be impacted by reporting, they may be forced to remain silent. Many abusers may use the threat of deportation as part of their entrapment tactic, especially if deportation will separate the woman from her family and children.
Conversely, language barriers or poor access to resources may leave them feeling as though there’s no support out there for them. As such, “the lack of safe reporting mechanisms creates a barrier for migrant women seeking support to flee violence and exploitation, putting their lives at risk and allowing perpetrators to exert abuse with impunity.”
“As global domestic violence rates rise, it’s clear that change is necessary. As such, both individuals and organizations must be aware of the steps they can take to protect migrant women facing domestic violence or other forms of abuse,” said Jon Purizhansky, CEO and Founder of Joblio.
Donate to charities supporting migrant women. Donating to charities or supporting organizations that help migrant women can help provide them with the support they need to leave a dangerous situation.
Support community engagement. For migrant women to seek support from those around them, being engaged within their local community is often a prerequisite, given that this engagement helps them build a support network.
Call for systemic change. Another way we, as a society, can work to protect vulnerable members of our society, such as documented and undocumented migrant women, is by calling for systemic change. We must create pathways for these individuals to safely report abuse without deportation becoming a side-effect of their asking for help.
Beyond these individual efforts and push for changes in legislation or protection for vulnerable members of our society, we hope that the work carried out through Joblio can also enact positive change. After all, the company was founded to give everyone an opportunity to be employed ethically and safely – reducing the chances of them facing sexual exploitation or abuse.

At Joblio, our core aim is to make a real difference in the lives of foreign talent living in Canada (and beyond). In doing so, our motivations align themselves with the United Nations’ goals for sustainable development.
The Sustainable Development Goals are 17 goals pulled together by the UN in early 2015, designed to serve as a “shared blueprint for peace and prosperity for people and the planet, now and in the future.” The goals are:
Hopefully, these goals will be fully realized by 2030, creating a fairer and more equitable world for all.
“At Joblio, we focus on helping those living in migrant communities find work that is rewarding and well-compensated,” said ჯონ პურიჟანსკი, CEO and Founder of Joblio. In doing so, we hope to help meet some of the goals outlined above via upwards mobility. For example, our work assists with:
No Poverty. The barriers faced by migrant workers upon their arrival in the new country often mean they find it hard to obtain work that supports them (and their families). In fact, a recent study has found that “many new immigrants enter into a cycle of poverty due to unemployment, isolation, and unaccredited education”. The Joblio platform works to eradicate this issue by connecting skilled workers with employers who value their time, skills, and efforts. As a result, they are able to obtain high-paying jobs.
Gender Equality. According to a recent study, “migrant women find it harder to get work despite qualifications.” At Joblio, we hope to make it easier for women of all ages to obtain fulfilling work that aligns with their skills, passion, and talents, while also providing them with fair pay.
Decent Work and Economic Growth. This goal aligns entirely with Joblio’s motivation, as it’s our desire to widen job prospects for migrant workers, while also helping to solve the Canadian employment crisis. By working with employers across a wide range of industries, we’re helping migrant workers to get their foot in the door and begin long, prosperous careers. The roles we advertise on our site or app offer excellent opportunities for job and career progression.
Sustainable Cities & Communities. Communities play a significant role in ensuring migrant workers feel at home in their new country. This, in turn, impacts their approach to work. Our ACE program focuses on building a strong, supportive community base for employees, where they are able to connect with others in similar situations to them and form lasting relationships.
Peace and Justice. Joblio works to provide equal opportunities for job seekers, so they are able to find a career that they truly enjoy, while also being in a position to achieve upward mobility. That is, they are able to enhance their quality of life by earning more money, achieving better job stability, and more. One way in which we achieve this goal is by offering learning opportunities that enhance their skill set, especially when it comes to closing language barriers.
